Latvia is in the US Visa Waiver Program. Latvian citizens with an eligible passport can visit the United States for tourism or business for up to 90 days without a visa, but an approved ESTA is required before boarding. Apply on the official site, esta.cbp.dhs.gov. Travelers who cannot use the program apply for a B-2 visitor visa instead.

What the status means in practice

For a Manhattan trip, most Latvian visitors travel under the Visa Waiver Program rather than on a visa. It covers tourism, visits to family, and short business trips of up to 90 days. The ESTA is the condition attached: an approved authorization must be in place before boarding, and the airline checks it at check-in in Riga.

An approved ESTA is not a guarantee of entry. A Customs and Border Protection officer at the airport decides on admission and on the length of the stay, normally the 90 days the program allows. Keep a return or onward ticket and a clear plan for the visit. The stay must fit the program, and anything longer needs another visa category.

Before you fly and on arrival

Check that the passport is a biometric e-passport, which the program requires, and confirm the current validity and eligibility rules on the official site before booking. Apply at esta.cbp.dhs.gov directly, not through commercial intermediaries. Answer the eligibility questions about earlier travel, refusals and citizenship honestly. Approval can arrive quickly, but apply well before departure.

Flights from Europe land at JFK, LaGuardia or Newark Liberty. On arrival, Customs and Border Protection officers inspect the passport and ask about the purpose and length of the visit. Answer briefly, and keep the return ticket and hotel confirmation at hand. Queues are common at busy periods. Follow the signs to ground transport into Manhattan once inspection is complete.

Staying in Manhattan

Manhattan hotels ask for a passport at check-in and record the address on file. Have the booking confirmation ready, printed or on the phone, and keep the hotel address available, since the officer at the airport may ask where you are staying. A return or onward booking shows a clear plan to leave within the allowed stay.

From JFK, the AirTrain connects to the subway and to commuter rail at Jamaica station. From Newark Liberty, the AirTrain links to commuter rail and intercity trains. LaGuardia has no rail link, so buses and a short subway connection serve it. Licensed taxis and app-based cars wait at all three airports, and traffic into Midtown can be slow.

Longer stays, work or study

The Visa Waiver Program covers short visits only. Study, employment, extended stays and work for a US employer need a different visa category, applied for in advance at a US embassy or consulate, usually in Riga. The same applies to journalists, performers and other categories with specific visa types. Appointments take time, so start early and check travel.state.gov.

Some travelers cannot use the program. Those who have visited certain countries in recent years, or who have had a US visa refused or an ESTA denied, usually apply for a B-2 visitor visa at a US embassy or consulate. Eligibility rules change, so confirm them at esta.cbp.dhs.gov and travel.state.gov before booking. This guide does not issue visas or ESTAs.

How to apply for an ESTA

  1. Check that the passport is a biometric e-passport and confirm current passport and eligibility rules on the official ESTA site.
  2. Apply at esta.cbp.dhs.gov directly, avoiding third-party websites that charge for a form the government provides.
  3. Answer the eligibility questions about citizenship, earlier travel and past refusals honestly, then review the answers.
  4. Pay online on the official site with a card and keep the confirmation for the trip.
  5. Wait for the approval and check the status on the official site before booking anything that cannot be refunded.
  6. Travel with the approved ESTA linked to the passport in the application, and carry the confirmation page.
  7. On arrival at JFK, LaGuardia or Newark, present the passport to Customs and Border Protection and answer questions about the visit.

Latvian citizens: questions

Do Latvian citizens need a visa to visit Manhattan for a short holiday?

No. Latvia is in the US Visa Waiver Program, so Latvian citizens with an eligible passport can travel for tourism or business for up to 90 days without a visa. An approved ESTA is still required before boarding. Apply on the official site, esta.cbp.dhs.gov, and check current rules there before booking.

How long can Latvian citizens stay in the United States on the program?

The Visa Waiver Program allows a stay of up to 90 days for tourism or business. A Customs and Border Protection officer decides the actual length of admission at the airport, and a program stay cannot normally be extended. Anyone who needs more time applies for a different visa category through travel.state.gov before traveling.

Can Latvian citizens use the ESTA after earlier travel to certain countries?

Certain earlier travel, such as to countries restricted under the program, can make a traveler ineligible. Latvian citizens in that position usually apply for a B-2 visitor visa at a US embassy or consulate instead. The eligibility questions on esta.cbp.dhs.gov and the guidance on travel.state.gov set out the current rules.

Where should Latvian citizens apply for the ESTA before flying to New York?

Applications go through esta.cbp.dhs.gov, the official US government site. Third-party sites may add charges, so use the official address directly. Apply well before departure and check the status on the same site. The airline checks the approval at check-in for flights to JFK, LaGuardia or Newark.
