United States visa for Burmese citizens

Visitor visas suspended

Under Presidential Proclamation 10998 (in effect since January 1, 2026), the State Department has fully suspended visa issuance to Burmese nationals: all nonimmigrant and immigrant visa categories are suspended, with limited exceptions. Visas issued before January 1, 2026 are not revoked.

Burmese citizens cannot be issued new US visitor visas while Presidential Proclamation 10998 is in force. Visas granted before it took effect were not revoked, so an existing visa can still be used. ESTA does not apply to Myanmar passports. Check the State Department announcement before booking flights or hotels for Manhattan, and confirm any possible exception in writing before paying for anything.

What the suspension means in practice

Burmese nationals who apply for a B-1/B-2 visitor visa at a US embassy or consulate will not be issued one while Presidential Proclamation 10998 remains in force. The suspension covers new visitor visas. Read the current wording on travel.state.gov, since the announcement and the limited exceptions belong to the State Department and can be revised.

A visa issued before the proclamation took effect on January 1, 2026 was not revoked. If you hold one, it is still the document that lets you ask for admission at a US port of entry. Carry it in the passport it was issued against, and keep a copy of the visa page separately in case the original is mislaid.

Before you fly and after landing

Plan nothing non-refundable while the position is unsettled. If an exception may apply to you, for example dual nationality with travel on another country's passport, ask the US embassy or consulate to confirm it before booking flights or Manhattan hotel rooms. Keep the written reply with your travel documents and show it if asked.

Most long-haul arrivals reach New York through JFK or Newark Liberty; LaGuardia handles mainly domestic routes. A Customs and Border Protection officer decides admission at the port of entry, and a visa does not guarantee it. Expect questions about the purpose of the trip, where you will stay and how the visit is funded.

Staying in Manhattan

Keep a hotel confirmation that shows the Manhattan address and the nights booked. A printed copy is easier to hand over when an officer asks where you will stay. Have a return or onward ticket and a short outline of the trip, such as Central Park, the Metropolitan Museum of Art or the High Line.

From JFK, the airport train connects to the subway and to regional rail into Midtown. From Newark Liberty, the airport train links to rail services that run to Penn Station. Check current service and fares with the operators. Taxis and ride services wait at marked ranks outside each terminal, and the subway runs through the night.

Work, study and longer stays

Visitor visas cover tourism, family visits and short business meetings. Study, employment and exchange programs use other categories, each with its own application, supporting documents and interview. The suspension described here concerns new visitor visas; check travel.state.gov to see how other categories currently stand before you pay for anything or fix a date.

If the trip involves a semester at a New York university, a work assignment or a long family stay, begin with travel.state.gov and then the US embassy or consulate that handles applications in Myanmar. Ask which category fits and what evidence the interview requires. This guide does not issue visas and gives no legal advice on individual cases.

Checking before you commit

Treat every plan as provisional until the official position is clear. Confirm which office handles your application, what documents it wants and whether an exception could cover you. Ask in writing and keep the reply, because answers given by phone are harder to produce at a later stage of the trip.

If a valid visa is already in hand, check the entry rules on the official site and confirm your flight plans with the carrier. Build a simple folder with the hotel confirmation, the return ticket and the visa page, and leave a copy with someone at home before leaving Myanmar.

Step by step

  1. Read the State Department announcement of Presidential Proclamation 10998 on travel.state.gov and note when it was last updated.
  2. Decide whether a limited exception might apply, such as dual nationality or a visitor visa issued before January 1, 2026.
  3. Contact the US embassy or consulate that handles applications in Myanmar and describe your situation in writing.
  4. Keep any reply with your travel documents so it can be shown if questions arise later.
  5. Book nothing non-refundable, including flights and Manhattan hotel rooms, until the position is clear.

Documents to carry

  • Passport and any US visa already issued, kept in one folder
  • Printed hotel confirmation showing the Manhattan address and dates
  • Return or onward ticket showing when you leave the United States
  • Written reply from the embassy or consulate about your status
  • Travel insurance details and emergency contacts for the trip
  • Short outline of the itinerary, including the places you plan to visit

Burmese citizens: questions

Can Burmese citizens still get a US visitor visa for a trip to Manhattan?

Not for now. Under Presidential Proclamation 10998 the issuance of new B-1/B-2 visitor visas to Burmese nationals is suspended, with limited exceptions such as certain dual nationals traveling on another country's passport. Check travel.state.gov for the current announcement, and ask the US embassy or consulate whether an exception could apply to you.

Do Burmese citizens need an ESTA for New York instead of a visa?

No. ESTA is only for travelers from Visa Waiver Program countries, and Myanmar is not one of them, so a Burmese citizen cannot use ESTA in place of a visa. Without a visa issued before the proclamation, tourism travel is not possible while the suspension stands. Confirm on esta.cbp.dhs.gov and travel.state.gov before planning.

A Burmese citizen holds a US visa issued before January 2026. Can it still be used at JFK?

Yes, in principle. Visas issued before the proclamation took effect were not revoked, so an existing visitor visa can still be presented at a US port of entry. Admission is always decided by a Customs and Border Protection officer on arrival. Carry the passport the visa was issued in and be ready to explain your plans.

Can Burmese citizens travel to New York to work or study during the suspension?

Visitor visas do not cover employment or a full course of study. Those trips need other visa categories with their own applications and interviews. Whether those categories are affected should be checked on travel.state.gov and with the embassy or consulate handling applications in Myanmar before any payment or enrollment.
